No, it doesn’t. DI/DO of MGSW-24160Fdoesn’t supply power to any device. DI/DO monitored device via Potential difference. People may confuse when they measure power from DI/DO and GND pin, however, the power should come from external power source or external device that installed by user.

It is known in the networking industrial that the Cisco switch is limited to use Cisco own brand SFP transceivers for many years.
But since 2010 (or maybe 2009), there is a command to make Cisco switch to work with our SFP transceiver but its undocumented.
And if you want them to support your network, you can use it.
From configuration mode enter the following commands. You can only type the full command in.

The XGSW-28040 supports not only 10G SFP+ transceiver, but also Gigabit SFP transceiver for SFP+ slots.
